Overview

This position directly supports on site at Naval Information Warfare Center Pacific. Support includes development of test plan documentation, test event management and associated entry/exit criteria from development to integration of Battle Management Command and Control (BMC2) systems and platform baselines. They are also the subject matter expertise for Tactical Data Links and Link Management tools specific for the Link Management & Monitoring Tool (LMMT) Program.

Responsibilities

Essential Functions/Job Duties:

  • Provide Test and Evaluation Subject Matter Expertise (SME) support to the Execution Integrated Product Team Lead and the Program Manager. This shall include acting as a technical advisor to the supported Execution and Technical teams.
  • Develop strategic level test and evaluation documentation to support implementation of a detailed approach for Integration, Test and Evaluation of BMC2 systems and platform baselines.
  • Assist with development, review, and maintaining program artifacts. This includes requirement traceability, test and installation plans and reports, as well as automated methods for tracking program requirements.
  • Use independent discretion to apply quality assurance (QA) expertise for program documentation artifacts to support installation, integration, and test plan development, requirement analysis and general program documentation enhancements.
  • Assist with creation, updates, and inputs for the preparation and revision of technical documentation including briefs, system design, system integration, system operations, testing, and user documentation.
  • Provide technical subject matter expertise to support planning and execution for test and evaluation tasks in support of the DARPA Program Manager.
  • Analyze system and platform baseline functional requirements and Government specified test objective(s) for test efforts, definition of test milestones, associated entry/exit criteria, test requirements, and test database construct.
  • Independently operates Link Monitoring and Management Tool (LMMT) systems as required and communicates with operational forces including: capability integration, test and evaluation, and understanding supporting documentation.

Customer Interface Activities:

  • Participate in weekly test status planning meetings with the US government customer.
  • Participate in technical interchange meetings with the US government customer.
  • Uses independent discretion to develop an effective client to customer communication process involving stakeholder identification, planned communication, efficient information distribution, and managing expectations.

Typical Working Conditions:

  • General office environment with USG provided NMCI Computer and peripheral equipment
  • TEA Corporate laptop will be provided at the discretion of Executive Management

Qualifications

Skills & Qualifications:

  • Five (5) years of relevant experience in test planning development and test event management. System Integration, Developmental T&E, Operational T&E experience.
  • Technical experience with testing of Tactical Data Link or BMC2 systems in a laboratory or shipboard environment.

Written Communication:

  • Operates standard computer-based business tools (including, but not limited to Microsoft Word/Powerpoint/Excel/Adobe) effectively.
  • Knowledge of modern business communication and Department of Defense (DoD) guidance, including style and format of letters, memoranda, minutes, and reports.

Verbal Communication:

  •  Demonstrates excellent, clear and concise verbal communication skills.

Essential Physical Tasks:

  • Ability to lift 10 lbs. on an occasional basis.
  • Possibility of occasional domestic travel up to 10% of the time by automobile, air, etc.
  • Ability to use a personal computer, keyboard and mouse on a consistent basis.

Flexibility/Schedule:

  • 9/80 Work Schedule
  • Able to efficiently adapt to new priorities. This includes effectively multitasking project responsibilities with an awareness to support changes as needed.
  • The ability to work non-standard work hours and schedules in support of project requirements.

Pay Range: $73,000.00 to $110,000.00 annually, DOE

 

U.S. Citizenship is required

 

Security Clearance:

Candidates must have an active TOP SECRET/SCI clearance OR  the ability to obtain a US Government TS/SCI security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
