Overview

We are currently seeking a Principle Systems Engineer to support A department at Naval Surface Warfare Center Dahlgren Division for the Tomahawk Tactical Weapons Control System. 

Responsibilities

Essential Functions/Job Duties:

  • Oversees engineering activities of an organization's information systems.
  • Plans, designs, develops, evaluates, tests, and integrates an organization’s systems infrastructure, including the implementation and design of hardware and software. Captures, understands, translates, and documents customer requirements. Defines system and product requirements; and generates mechanical, electrical, and software performance and reliability specifications and requirements.
  • Creates and maintains programmatic and technical documentation to insure efficient planning and execution. Manages and documents system configurations, and oversees all transitions into production. Performs troubleshooting and remediation, ensures successful project implementation, and performs post project end user support.
  • Working knowledge in the development of Department of Defense Architecture Framework (DoDAF) products as well as other architectural representations of Track Management and link functions.
  • Experience in the development of methodologies, models, or simulations for conducting engineering assessment to Track Management systems’ performance; performance data analysis, simulation/ development/ maintenance.
  • Experience in the developing and assessing Capability Requirement Documents, Capability Production Documents, System Engineering Plans, System Requirements Documents, System Design Documents, Interface Design Documents, and Specifications.
  • The ability to execute the duties of the position independently and with limited to no supervision.
  • Knowledge of standard computer based business tools (including but not limited to Microsoft Word and Excel.
  • Regular attendance to be performed on company premises or US government facilities during regular business hours.
  • Provide input to Status Reports as required.

Equipment Used:

  • Generic PC workstations, PC mouse, and Navy system operation

Typical Working Conditions:

  • General office environment; Computer/Equipment lab

Essential Physical Tasks:

  • Ability to use a computer and mouse on a constant basis.
  • Some occasional lifting/bending, stooping may be required but is not typical.

Written Communications:

  • Operates standard computer based business tools (including but not limited to Microsoft Word and Excel) effectively.
  • Develop technical documentation and presentations detailing C2 requirements, performance analysis, and systems engineering design and development modifications.
  • Provide detailed written after action reports, meeting minutes, and/or captured action items to the customer, and other contractor/civilian/military representatives as required.

Verbal Communications:

  • Demonstrates excellent clear and concise verbal communication skills.
  • Participate in meetings, briefings and teleconferences with customer and other contractor/civilian/military representatives.
  • Represent the customer at meetings, briefings and teleconferences, and state known positions as directed to other representing stakeholders, as required.
  • Active communicator - giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate.

Qualifications

Skills/Qualifications:

  • Ten (10) years professional systems engineering experience with a DoD major platform, weapon, Command and Control (C2), or fire control systems program.
  • Five (5) years concurrent experience as a team leader performing system engineering and mission engineering efforts that include developing requirements, top level designs and system architectures for software intensive systems. This includes experience related to the identification, analysis and resolution of complex systems engineering design issues involving platform, weapon, C2, and fire control systems for Navy/Joint warfighting capabilities.
  • Five (5) years specialized demonstrated expertise in total life cycle system development and analysis, supporting achievement of milestone decisions and concepts of operations (CONOPS) and initial design development from upper level requirements.
  • Experience dealing with issues for a system employing Prime Contractor Off- The-Shelf (GOTS) software and Commercial Off-The-Shelf (COTS) software technology.

Customer Interface Activities:

  • Interface with customer and other contractor/civilian/military representatives utilizing clear and effective written and oral communication skills.
  • Provide input for consolidated Weekly Status Reports (WSR) and Monthly Reports
  • Participate in pre/post-mission meetings and teleconferences with customer and other contractor/civilian/military representative.

Project Management / Staff Supervision Tasks:

  • Will require the ability to manage staff, provide reports and inputs to annual reviews.

Minimum Education Requirements:

  • Bachelor of Science (BS) degree from an accredited college or university in an engineering, scientific, or technical discipline
  • High School Diploma with ten (10) years of a demonstrated and established knowledge base and subject matter expertise relevant to specific technical discipline

U.S. Citizenship is required

 

Security Clearance:

Candidates must have an active clearance OR  the ability to obtain a US Government security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
