Overview

We are currently seeking a Program Analyst to support Navy Enterprise Architecture (EA) and Model Based Systems Engineering (MBSE) development efforts.  The program analyst will research analysis of missions, tactics, equipment, interfaces, and resource allocations to new and developing systems and programs.  And provide systems engineering support in analyzing and/or projecting performance of future systems.

 

Responsibilities

Essential Functions/Job Duties:

  • Provide operations and maintenance of all Systems Engineering Technical Management processes across the full range of program and project responsibilities.
  • Research analysis of missions, tactics, equipment, interfaces, and resource allocations to new and developing systems and programs. Ensure missions are traceable to Required Operational Capabilities and based on Integration and Interoperability baselines. And provide systems engineering support in analyzing and/or projecting performance of future systems.
  • Acts independently to develop and/or provide input to technical documentation (e.g. Test Plan, Test Procedures, Installation Guidance Plan (IGP), Daily Status Reports (DSR), Quick Look Reports (QLR), and Test Reports. Provides recommendations and assistance to the Government during engineering events and with certification or product acceptance related functions.
  • Observe and document system evaluations throughout the requirements, engineering, testing, and development phases of acquisition (e.g. RFM, Systems Engineering Technical Review (SETR), cyber risk  to mission, cyber and/or T&E readiness)
  • Monitor, track, and identify risks associated with the development of enterprise architectures to address SoS designs, maximize security controls, and apply leading edge engineering methods and strategies (e.g. model based engineering).
  • Provide technical support for all aspects of systems engineering activities, including the development and review of acquisition engineering documentation, interface requirements, specifications, standards, Analysis of Alternatives (AoA), Test and Evaluation plans and procedures, roadmaps, concepts of operations (CONOPS), assessments, risk analysis, Configuration Management (CM) policy, process, baselines, reports, plans, and change request documentation, and provide innovative ideas to improve these activities.

Equipment Used:

  • Laptop Computer and peripheral equipment 

Typical Working Conditions:

  •  General office environment with USG provided NMCI Computer and peripheral equipment
  •  TEA Corporate laptop will be provided at the discretion of Executive Management

Essential Physical Tasks:

  • Ability to lift 10 lbs. on an occasional basis.
  • Possibility of Domestic and International travel up to 15% of the time by automobile, air, etc.
  • Ability to use a personal computer, keyboard and mouse on a consistent basis.

Written Communications:

  • Operates standard computer based business tools (including but not limited to Microsoft Word and
    Excel) effectively with a high degree of competency.
  • Independently generates documentation that presents information in a logical manner.

Verbal Communications:

  • Demonstrates excellent clear and concise verbal communication skills.
  • Active communicator - giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate.

Qualifications

Skills/Qualifications:

  • ABET Accredited BS Degree from ABET recognized engineering curriculum. Examples include: ME / EE / IE / CSE. OR
  • BS Degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Examples include: Applied Math, Applied Physics, Operational Research, Modeling and Simulation, Chemistry, Biology, Computer Science, Naval Architecture.
  • Four (4) years of experience in Government related R&D, T&E, and systems acquisition programs

Customer Interface Activities: Uses independent discretion to develop an effective client to customer communication process involving stakeholder identification, planned communication, efficient information distribution, and managing expectations.

  • 9/80
  • Able to efficiently adapt to new priorities. This includes effectively multitasking project responsibilities with an awareness to support changes as needed.
  • The ability to work non-standard work hours and schedules in support of project requirements.

Travel: Up to 25%


Minimum Education Requirements: 
BS Degree

  

Pay Range: $90,000.00 to $135,000.00 annually, DOE

 

U.S. Citizenship is required

 

Security Clearance:

 

Candidates must have an active clearance OR  the ability to obtain a US Government security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
