This project position directly supports the Missile Defense Agency at Dahlgren Virginia. Support includes development of strategic C4I program concepts, documentation, providing technical feedback, analysis and recommendations on proposed engineering changes to system and BMD platforms and assist in the development of applicable test program milestones.Define organizational engineering process for the flow down on requirements from the BMDS System Specification to the Element Specification Level from a system wide view point, capturing the organizational interdependencies.
Essential Functions/Job Duties:
Independently lead the development of requirements and other support material at the
Element and program level; draft presentations to support requirements
reviews for each Element, including System Requirements Reviews (SRRs) and
Preliminary Design Reviews (PDRs) and Critical Design Reviews (CDRs); participate in Component-level
requirements reviews, as defined by the system prime contractor; and,
summarize events and make recommendations on issue resolution.
Assist with technology assessment meetings and forums, and maintaining
program unique documentation such as test reports and certification plans.
Participate in Element TIMs and engage in the Engineering Review Board (ERB)
Coordinate AB engineering and requirements stakeholder equities in the BMDS
Requirements Working Group (BRWG) and System Engineering Integration Council
(SEIC). Coordinate BRWG/SEIC transactions with AB program baselines, develop
consolidated responses for coordination within the BRWG and/or SEIC.
Prepare and coordinate responses to both routine and short-notice requests
for data and information related to new or upgraded BMD capability.
Document verification compliance traceability to meet Element Capability
Specification (ECS), C4I TLRs and system specification. Prepare POAMs for
identified verification shortcomings.
Analyze requirements allocations from the system specification for
traceability to Element and Component level requirements; assign
requirements to build capabilities and align with the Phased Adaptive
Approach (PAA) phase. Assist with generating and tracking requirements flow
down, assessments, traceability, and verification; assist with development
of technical briefings and prepare reports based on reviews and findings.
Review new concepts for Element or Component development or employment and
assess the impacts of incorporating new technologies and/or new
capabilities; update integrated schedules and plans, system capability
planning, specifications, needs reports, concept development reviews, and
business case analysis; participate in and document System Concept Reviews
(SCRs), and assist with technical assessments; develop and coordinate a
methodology for system-level cost and risk assessment; and, assist with
developing business case analyses for decision activities.
Skills / Qualifications:
10 years of working with C4I, ABMD and BMD
Experience in the acquisition, integration, engineering processes and program management of PEO C4I PoRs.
Experience in requirements analysis, developing test configurations, test procedures and test cases to satisfy and verify the identified requirements.
Knowledge of Tactical Data Links (TDLs) and Navy communications systems and architectures.

Essential Physical Tasks:
Equipment operations. Ability to use a computer and mouse on a constant basis. Some occasional lifting/bending, stooping may be required but is not typical.
Operates standard computer based business tools (including but not limited to Microsoft Word and Excel) effectively.
Develop technical documentation and presentations detailing Aegis BMD C4I requirements, performance analysis, and systems engineering design and development modifications.
Provide detailed written after action reports, meeting minutes, and/or captured action items to the customer, and other contractor/civilian/military representatives as required.
Demonstrates excellent clear and concise verbal communication skills.
Participate in meetings, briefings and teleconferences with customer and other contractor/civilian/military representatives.
Represent the customer at meetings, briefings and teleconferences, and state known positions as directed to other representing stakeholders, as required.
Customer Interface Activities:
Liaison across PEO C4I, MDA, and COMSPAWARSYCOM Enterprise technical groups, engineering codes, laboratories, and Fleet representatives.
Interface with customer and other contractor/civilian/military representatives utilizing clear and effective written and oral communication skills.
Provide input for consolidated Daily Status Reports (DSR) and Weekly Activity Reports (WAR).
Participate in pre/post-mission meetings and teleconferences with customer and other contractor/civilian/military representative.
Participate in technical interchange meetings with customer and other contractor/civilian/military representatives.
Support Configuration Management forums as directed by PMW 760 and MDA/AB B33 (BERT, ECCB, LCCB, etc.) to ensure alignment of Aegis BMD baseline requirements with C4I Element and Platform fielding profiles.
Determine if on-site tech assist is required, liaison with the appropriate C4I Program Office, In-Service Engineering Agent (ISEA), Fleet Support Office and dispatch the appropriate C4I Subject Matter Experts to execute corrective action as necessary.

Minimum Education Requirements:
|MA/MS in related field with 10 years experience|
U.S. Citizenship is required
Security Clearance requirements: TS, TS/Special Cmpartmented Information (TS/SCI), or Secret (S) as defined in the PWS
Candidates must have an active clearance OR the ability to obtain a US Government security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
