This project position directly supports the Space and Naval Warfare (SPAWAR) System Center Pacific (SSC PACIFIC) Code 525 Enterprise, Test and Evaluation (IT&E) Manager. Support includes development of strategic IT&E test program concepts documentation, providing technical feedback, analysis and recommendations on proposed engineering changes to system and platform baselines and assist in the development of applicable test program milestones, and associated entry/exit criteria from development to integration of Navy C4ISR systems and platform baselines.
Provide System Engineering, and Test and Evaluation Subject Matter Expertise (SME) support to the PEO C4I Enterprise Integration, Test and Evaluation (IT&E) Manager. This shall include acting as a technical adviser to the supported System Engineering and Test teams.
Develop strategic level test and evaluation documentation to support implementation of enterprise-wide approach for Integration, Test and Evaluation of Navy C4ISR systems and platform baseline.
Provide SME and Systems Engineering support for the analysis, decomposition and traceability of system, sub-system, component and platform level requirements.
Provide technical subject matter expertise to support planning and execution for test and evaluation tasks in support of the PEO C4I PMW Program Manager, the PEO C4I Enterprise Engineering and Certification (E2C) organization and the PEO C4I Integrated Test and Evaluation Framework.
Analyze C4I system and platform baseline functional requirements and Government specified test objective(s) for test efforts, definition of test milestones, associated entry/exit criteria, test requirements, and test database construct.
Provides programmatic and technical engineering support to the PEO C4I Enterprise IT&E program. Tasks include providing system engineering support, integrated product team (IPT) support, participating in meetings/working groups, and providing technical subject matter expertise to technical analysis/papers and briefings.
Skills/Qualifications: 10 years of relevant experience inn System Engineering and Program Acquisition, System Integration, Developmental T&E (DT&E) Operational T&E.
Technical experience with testing of C41 systems in a laboratory and shipboard environment.
Familiarity and Technical experience with the PEO C4I and SPAWARSYSCOM communities for C4I System and integrated platform baselines. Desired experience includes awareness of the SPAWAR System Engineering organization and technical competencies and working in a DoD acquisition environment.
Technical experience in requirements analysis, decomposition and traceability methodologies. Desired experience includes analysis of allocated and functional baseline requirements/composition, test objectives, system specifications/requirements definition, decomposition and traceability, and testing.
Desired experience includes requirements and test planning documentation development and test event management.
Desired experience includes subject matter expertise and experience within the areas of System Integration, Developmental T&E (DT&E), Operational T&E (OT&E), and Joint system certifications and accreditations.
Written and Verbal Communications: Demonstrates excellent clear and concise verbal communication skills.
Operates standard computer based business tools (including, but not limited to MicroSoft Word and Excel) effectively.
Knowledge of modern business communication and Department of Defense (DoD) guidance, including style and format of letters, memoranda, minutes, and reports.
Typical Working Conditions: General office environment; Computer/Equipment lab; US Naval Ship (Non-Hostile)
Equipment Used: Personal Computer (PC), Keyboard and Mouse.
Customer Interface Activities: Uses independent discretion to develop an effective client to customer communication process involving stakeholder identification, planned communication, efficient information distribution, and managing expectations.
Essential Physical Tasks: Ability to lift 10 lbs. on an occasional basis.
Potential domestic travel 35% of the time by automobile, air, and other forms of travel.
Ability to use a personal computer, keyboard and mouse on a consistent basis.
Work Schedule: 9/80 - The ability to work non-standard work hours and schedules in support of project requirements.
Education Requirements: BS; Information Technology or other relevant area

Candidates must have the ability to obtain a US Government security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
