Overview

Position Overview: We are currently seeking a TDL Systems Specialist responsible for all testing for the Joint Tactical Systems Test and Evaluation Group. This position directly supports the Space and Naval Warfare (SPAWAR) System Center Pacific (SSC PACIFIC) Joint Test and Evaluation (JT&E).  

Responsibilities

Essential Functions/Job Duties:

  • Testing of Radio Frequency (RF) Satellite Communications, Joint Tactical Information Distribution System (JTIDS) / Multi-functional Information Distribution System (MIDS), Command & Control (C2) Integration, and Foreign Military Sales (FMS). 
  • Experienced with project and test planning, execution, and monitoring & control processes.  This includes requirement formulation, test case and test procedure development, test execution best practices, and quality assurance artifacts.
  • In depth knowledge and experience using MIL-STD 6016, DOD Interface Standards, Operational Specifications, and TDL-J Message Standards.
  • In depth knowledge and experience with U.S. Military Tactical Data Link Systems, Radio Frequency (RF) Line-of-Sight Communication Systems, and beyond Line-of-Sight Communication Systems and associated interfaces and computer control equipment.
  • Executes tests and analysis in accordance with the test plan guidance and generates performance reports (e.g. Daily Status Reports, Quick Look Report, and Test Report) and any required Test Observation Reports (TORs).
  • Provides technical expertise for the planning/coordination working groups and day to day operations on Multicast TDL J, Unicast TDL J, Satellite TDL J, Link 16, and Link 11 Test & Evaluation (T&E) and development efforts.
  • Acts independently to provide technical recommendations and support on Test & Evaluation (T&E) and development related TDL and network programs.
  • Acts independently to develop and/or provide input to pre-test and post-test documentation (e.g. Test Plan, Test Procedures, automated scripts, Daily Status Reports (DSR), Quick Look Reports (QLR), and Test Reports.
  • Uses independent discretion to evaluate test documentation for technical completeness and accuracy.
  • Assists in the development of Tactical Data Link (TDL) test architectures by ensuring preparedness and relevance to assess system and functional requirements.
  • Provides flexibility and adaptability to plan and conduct various project testing events in support of Poland, Japan, Morocco, and Saudi Arabia Test & Evaluation (T&E) development and enhancement efforts. 
  • Providing technical expertise with C4I communication systems and Tactical Data Link Systems (TDLS) in preparation of integration efforts, testing, and/or engineering evaluations.
  • Must have operator or maintainer experience with U.S. Navy C4I systems applicable to Navy shipboard Combat Systems, Tactical Data Links, Computer Networks, and associated satellite communications equipment.

 

Skills / Qualifications: 

Four (4) - six (6) years of relevant experience in Tactical Data Links and DOD C4I communication systems.

 

Knowledge of standard computer based business tools (including but not limited to Microsoft Word and Excel.

 

Equipment Used:
Generic PC Workstation, PC Mouse, CDLMS, Air Defense System Integrator, LMMT, JRE-GW, Multi-functional Information Distribution System, Joint Analysis Display Environment, LHS, AEGIS, DAMA, PRC-117, PSC-5D, ARC-210, Logic Analyzer, various networking and communications equipment.

 

Typical Working Conditions:

General office environment; Computer/Equipment lab; US Naval Ship (Non-hostile)

 

Essential Physical Tasks:

Ability to lift 10 lbs on an occasional basis. 

 

The ability to use a personal computer and data entry device (keyboard and mouse) on a constant basis.

 

Written Communications:

Must have effective written and verbal communication skills in the English language

 

Independently generates documentation that presents ideas and/or information in a logical manner.

 

Able to organize the information and use the best methods and/or formats for its delivery (e.g. Government instructions, industry de-facto standards, etc.). 

 

Verbal Communications:

Must be fluent in the English language.

 

Active communicator – giving full attention to what other people are saying, taking time to understand the points being made, asking questions as appropriate.

 

Supports the briefing of mission strategies, concepts, approaches, training, and status material in various settings.

Qualifications

Customer Interface Activities:

Interfacing with customer and other contractor/civilian/military representatives utilizing clear and effective written and oral communication skills.

 

Project Management / Staff Supervision Tasks:

The ability to execute the duties of the position independently and with limited to no supervision.

 

Ability to follow clear established process and team priorities.

 

Contributes to the project team and/or manages a project task.

 

Follows Government, company, or project processes and approval methods.

 

Able to efficiently adapt to new priorities. This includes effectively multitasking project responsibilities with an awareness to support changes as needed.

 

Work Schedule: 

Regular attendance to be performed on company premises or US government facilities during regular business hours.

 

The ability to work non-standard work hours and schedules in support of project requirements.

 

Travel:

Requires ability to drive and travel domestically 5-15% of the time, and to travel internationally 5-15% of the time.

 

Long distance (>500 miles) travel to other US Government and Contractor facilities.

 

Minimum Education Requirements:
High School Diploma

 

Required Certifications:

A plus

 

U.S. Citizenship is required

 

Security Clearance:

Candidates must have an active clearance OR  the ability to obtain a US Government security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
