Overview

 We are currently seeking a candidate that can provide subject matter expertise in Command Control Computers Communications and Intelligence (C4I) to the Naval Surface and Mine Warfighting Development Center (SMWDC). Requires a minimum of 10 years experience, and subject matter expertise in Naval Command and Control, Computers, Communications and Intelligence. Additionally requires subject matter expertise in Tactical Data Links (TDL), C4I Networks, Air Defense (AD), and Ballistic Missile Defense (BMD).

Responsibilities

 

Provides Integrated Air Missile Defense (IAMD), Command Control Communications Computer and Intelligence (C4I) subject matter expertise as required, in operations, mission readiness, assessment, training, planning & doctrine, requirements, and systems engineering / science and technology (S&T) and experimentation.

As directed, provides staff assistance relating to the development of all required ashore and afloat Tactics, Techniques and Procedures (TTP), doctrine, technical briefs, white papers, and professional correspondence.

Functions as Subject matter expert in DOD operational and mission planning, including the application of the Unified Joint Task List (UJTL), Joint Mission Essential Tasks (JMET), Mission Essential Tasks (MET), and Defense Readiness Reporting System (DRRS) in support of military requirements.

Independently reviews, assesses and provides technical feedback on C4I related Navy and/or Joint Concept of Employment (CONEMP), Concept of Operations (CONOPS), Operations Plan (OPLAN), TTPs, and Operations Tasking Link (OTL).

Provides active and passive defense and attack operations planning for Navy IAMD which include studies of current and future theater defense designs to validate current designs and make recommendations for capability or efficiency improvements.

Provides C4I architecture expertise in support of fleet events and operations, as well as C4I troubleshooting and training to fleet in support of fleet events and operations.

Provides analysis to support current and future US Navy program decisions that will impact the course of IAMD, research, Development, Test & Evaluation (RDT&E) and acquisition for the Navy.

 

 

 

Qualifications

 

Ten (10) years relative cumulative experience, to include 5 yrs. direct experience in C4I and Ballistic Missile Defense, Integrated Air and Missile Defense (IAMD), and Naval Tactical Data Links.

Ten (10) years of experience in four (4) of the eight (8) areas described below:

Subject matter expertise in Ballistic Missile Defense (BMD) and in Integrated Air and Missile Defense (IAMD).

Subject matter expertise in U.S. Navy C4I systems applicable to Navy shipboard Combat Systems, Tactical Data Links, Computer Networks, and associated satellite communications equipment.

Subject matter expertise in commercial and/or military communications systems, specifically in the following shipboard systems: UHF & DAMA (WSC-3, Mini-DAM, DMR), SHF (WSC-6), EHF (USC-38), EHF TDMA Interface Processor (TIP).

Subject matter expertise in SPAWAR C5I Joint Targeting Terminal, GCCS-M and other systems.

Subject matter expertise in Afloat Integrated Shipboard Network System and Automated Digital Network

System as they apply to IAMD tactical and strategic architectures. Experience in computer system networking and interfacing protocols used in commercial and/or military communications systems.

Subject matter expertise in shipboard and Ashore Command and Control systems, specifically in Next Generation Command and Control Processor and Air Defense Systems Integrator. Ability to assess Aegis Combat System suites, CDLMS, and Link-16 Gateway and host simulators, as well as, Satellite TDL-J, Multicast TDL-J tactical data systems and associated interface cabling and computer control equipment.

Subject matter expertise in shipboard Combat Systems and Interoperability Test associated with COMOPTEVFOR or NAVSEA/SPAWAR Developmental and Operational Testing. Ability to assess AEGIS Combat Systems suites, CDLMS, and Link-16 Gateway and host simulators, as well as, Satellite TDL-J, Multicast TDL-J tactical data systems and associated interface cabling and computer control equipment. Demonstrated skill in developing test plans, Test Scripts, Post Test analysis reports, and analysis of tactical data.

 

 

 

Written and Verbal Communications: Capable of generating and briefing technical papers and briefs.

 

Customer Interface Activities: Capable of interacting and working with senior level military personnel.

 

Travel: Limited domestic and international travel to support meetings or exercises may be required.

 

Minimum Education Requirements:
Bachelor of Science degree in a relevant technical discipline is desired; however, not required.

Security Clearance:

Candidates must have an active clearance OR  the ability to obtain a US Government security clearance, and will be subject to a US security background investigation (i.e. favorable background investigation / credit score). Additional eligibility requirements for access to various levels of classified information may also be required. An active security clearance is highly desirable.
